A: I think you maybe referring to Testicular Atrophy.  This happens when your testes stop producing hormones naturally or shut down.  Your balls may turn into raisins for a while but they will come back to size as soon as hormones return back to normal.  But, this has no effect on the actual size of your penis.  However if you have a fat stomach your penis may appear surprisingly small. Try losing the stomach first, if that doesn’t work; it’s very possible you started out at a loss.
